Some municipalities will allow this but you must first acquire a permit. Be sure to contact your local municipality offices to apply for this in advance of your drop off date.
Yes there is a maximum height to which you can fill your bin. Keeping the bin level at the top is imperative to ensure load is safe and no spillage occours when transporting your bin to the waste facility.
